We hired the user for a web development project; the user didn't have any evidence or portfolio when I paid the user to create my website project; he keeps coming up with excuses on why he can't refund the money or provide a positive solution he refuses to deliver the project and keeps delaying the files every week. When I asked the user if I could view screenshots or video evidence that he even created my project, he refused and demanded that I pay him another 50% before he even considered showing me my website project.

The user reached out via mc-market and discord to provide web development services. Both myself and the user have agreed to written terms of service for the project terms, and on multiple occasions, the user has violated the terms of service. The user keeps coming up with excuses and is delaying the project. I believe the user is trying to delay the project to prevent me from filing a Paypal chargeback against him.
