I just commissioned a plugin from this guy yesterday. He said he could get it done within 48 hours, but he actually got a working version for me in 5 hours (though it was a pretty simple plugin). He was very upfront about everything, provided me the source/repo as he went along, and also asked a lot of questions to make sure he was making the plugin the way I wanted it. I can vouch for him!
