Simple video expanation how this works:
In text, when you tame a horse (or donkey or mule, you can configure this), you own it. So no one can ride your horse unless you shift-click it and add them as a member.
If you want to set up a GUI menu like in the video, use ChestCommands or any other GUI plugin of your choice. ChestCommands menu .yml file is included in config.yml

- horseowners.tfo - Transfer horse ownership (disable if you want to disable horse transfers)
- horseowners.ahm - Add horse member (disable if you don't want players to share horses)
- horseowners.rhm - Remove horse member
