For IaaS yes it varies but generally 1 to 3 USD/month per GB but you have to remember there a few variables at play here...
Maybe it comes with a dedi IP? For like having your panel online?
Maybe it comes with some more disk space, CPU, etc?

So I wouldn't be quick to conclude this hosting is a "rip off".
