AAC doesnt work with protocolsupport does it?
Would say phoenix anticheat.
My main reason being, NCP is the most common one, that most servers seem to use (mainly because its free). A lot of hack client developers know this, and their clients are made to bypass it. Phoenix is less common, therefore less clients are built to bypass it, making the hacks a little less effective.

A votes a good idea, but be aware, that asking 5 primary school kids a complex math question, and then asking 1 person, with a degree in mathematics. Because their answers differ, it wouldn’t make the primary school kits right. Someone who’s owned several servers, and has a great deal of experience with servers, is going to be better, than 5 that haven’t even used both plugins.
That seems quite debatable, NCP is a fork of NoCheat, meaning that it's been developed and built upon 4+ years of development. I have not used phoenix, however I strongly doubt that the developer, nor the code compare in terms of knowledge and methods to provent hacked clients from functioning efficiently to NCP's. It's a bit bias but it's quite honestly the truth.
That’s true, however code that’s been made over 4 years ago, and has been constantly edited for a constantly changing game, (1.6 – 1.7 – 1.8 – 1.9, etc) and one that’s always been changed to keep up with new hacks, and exploits, has to have a few problems. A lot of big software company’s decide to recode their software to make it more efficient, and reliable. I would assume the same would go with a plugin. But I assume it’s well coded, very hard to decide between the two really. I use phoenix on my factions and Minigames server (where most of the hackers seem to go), however I use NCP on my prison, sky block, survival etc.
What hacks you want to detect the most? Is your server a PvP server or a server which requires more movements?
It's a faction server so mostly PvP.
I would recommend AntiAura for PVP servers. You can also use AAC.
I recommend you to buy both so that you can try out and see which one is better.
Btw, I am planning to code an Anti Combat Cheats plugin (no name yet). I will only sell limited copies. I will release this anti cheat in June or July.

That is an anti combat cheats plugin which I am still currently coding. I havent think of a name yet. So I temporarily call this plugin "AntiCheat".
