Archer Tag Plugin

I need an archer tag plugin like hcteams. It needs to only work if someone is wearing leather armor. It should do 25% more damage for 10 seconds when the archer hits another player. It doesn't have to be compatible with anything else, it just has to only work if a player is wearing leather armor. Can someone either make this for me? Or if someone already has it send me their price.

no it doesnt need to have scoreboard implemented.
