Bad Packet ID 71?

Hello! I need help with an error that I am recieving upon joining my server on 1.7.10. We are currently running off of Spigot 1.7.10 and we have attempted to change it to PaperSpigot1.7.10. We are able to join on 1.8 but we would like to be able to join on both. http://prntscr.com/ayk1bh Could anyone help?
