Best web hosting?

I'm looking for a cheap web host for my html website, at least $6- a month.

And I don't want any of that "It's $1 but you have to sign up for 9001 months" I'm sick of that shit, looking for a good solid web hosting site for my website to be on that I pay monthly and won't cause my parents to take out a second mortgage on their house.

Have you or anyone else in this thread done web hosting before? What am I meant to do, I put my .html file in my public_html root but my site won't load because it hasn't finished propagating. Is it as simple as putting it into my public_html root or do I need to do other stuff

Is there any tutorial on the administrative side of web development? Like cpanel etc.
