I'd recommend adding detail. What is your budget? The words "fairly open" could literally mean $10-100, or $5000-$10,000. What do you want the billing panel to include? Paypal, Crypto? What framework if it's web-based? Is it web based? Do you need something more simple, like a desktop application, with emails sent to customers? Do you need a detailed configuration? What about the design? (a million questions later).
Just add some more detail, you cannot expect someone who is capable of doing this to even look your way if this is the detail you are providing for such a project. Generally speaking, billing panels are complex, and very large and require detailed documentation. Looking at this thread, chances are you haven't written up any documentation.

That's good to know. If you are not aware already, scamming is high on this forum. So a developer who may be interested would look at your reputation, and register date, and see how long you have been a member of the forum before contacting you (probably).
