No matter what you do with your account, any incoming payment from an outwards source can be disputed against. Even if your account has a $0.00 balance or the money has been moved the 'customer/buyer', the person who has sent you money can still dispute against a payment if they decide that the product/service was not delivered or they hold buyer protection rights under the paypal terms.

If someone charges back and the money is not in the PayPal account it will drop you into a negative balance. Since you would have fake information they can't do anything to you and you can go on with a new PayPal account.

If someone issues a chargeback via bank, you are fucked.
However, if someone opens a dispute via PayPal, you have a chance of getting your money back, the balance that was chargebacked will be temporarily be frozen. So before you do a deal with someone, make sure you create a ToS so they won't be messing with your shit anytime soon. If they do open a dispute, then just show PayPal the proof of them accepting your Terms of Service. ezpz
