Okay, just a heads up. I've got a certificate III in Information Technology. I can help you out a lot and run pretty much any game.

I would recommend:

CPU: i5-4690 3.5GHz Boost 3.9
RAM: 8GB
Storage: 1 TB seagate.
GPU: R9 270 Radeon
PSU: 500w power supply
Motherboard: Gigabyte B85M-D3H

That is able to run Battlefield 1 in good graphics and get 60 FPS.

If you wanna add maybe $400 to the budget, upgrade the PSU to 600w + Sapphire Nitro+ Radeon RX 470 8GB GDDR5. That's around the 990 GTX to 1040 GTX nvidia. It'll run like a beast.
