Custom Flying Armor

Hello all, I am creating a server that has a need for temporary flight. I need a plugin that allows a player to wear a custom crafted armor set, that allows them to temporarily fly. I need three different sets of armor sets that allow them to fly different times, each with a permission to craft it and a separate permission to wear/use the set. For flight to be activated it there needs to be the entire set on and activated by a command.
