Custom Towny Plugin - Budget: $75

Hello MCMarket, I am the administrator of a server and we are finding a custom Towny plugin that we can use in our server.

NOTE: Do not reccomend Palmergames's towny plugin. We have tested it out and it was a disaster.

Budget: $75 USD

Features that i would like included:
-Creating a new Town, you can also set the price to create a new town.
-Claiming, Unclaiming
-Toggler for: Burning, Mob Spawning, PVP, Griefing)
-Joining/Leaving Towns
-Town Map
-Town Public (Allowing/Not Allowing towns to teleport to your town for a price.)
-Town Open (Letting/Not letting anyone to join the town)
-Town Bank, Tax, Depositing, Withdrawing
-Town Online (Checking people that is online, that is in your town)
-Top Towns (Players, Claimed Land, Bank)
-Nations (Combining, and teaming towns together)
-Nation Bank, Tax, Depositing, Withdrawing
-Plots (Buy, Sell, Auction, etc)
-Setting your own ranks (For example, making 3 ranks, Mayor, Resident, Co-Mayor, you can set the permissions for each in the town.)

-Town Wars Optional. Not paying extra if it is included.

Notes:
-If you want to make the price above 75USD, I will consider depending how good is the plugin.
-Tell me ways i can contact you.
-The plugin cannot be a skript.
-It has to be stable. (Sounds stupid, but i'm including this in because this is why we do not use Palmergames's plugin. It's unstable and it makes the server crash a lot.)
