I don't know why you had to close your verified, but I don't see why you should not have a verified account. All you need is a phone number, which you can buy really cheap by getting either a secondhand or a low-quality disposable phone. I have one for whenever I need to use a phone number for verification but don't want to be spammed or risk my actual number.
Or just a phone number nothing else?
you shouldent use your real number with paypal?
I mean, its a phone number of a phone in my possession. That's real enough, but I can turn that phone completely off anytime I want.
How long is the wait? and also I cant buy things online? like fifa coins?

Its not that young. I have it cause I need it. Some dumb shit happened and had to close my verified one as of now. I need a temp one.
An unverified PayPal account will allow you to send and receive money, but it:
A) Will have a limit to money received and sent
B) Will have the risk of being limited and your funds frozen
C) You can't add or withdraw money
I used a debit card to verify my account which removed the sending/receiving limit and eliminated the risk of getting limited. Then I sent a copy of my ID and an electricity bill as proof of identity and address (that's for buying stuff that needs shipping if I recall correctly). Lastly, I sent my bank account number, my IBAN and proof of bank account ownership (pictures of my banking booklet credentials) to link my bank account to the account which enabled me to withdraw/add funds from/to my account. (I had to wait a day or two for them to do it manually for me because of the current economic situation in Greece, but it worked alright).
Pretty much everyone above the age of 18 can easily obtain a verified PayPal account by providing the necessary documents.
If you're underage, you could either get one in your parent's name, using their information (make sure they know about it). Or go a non-verified and all its risks.
As far as I know, there used to be student accounts as well, but they were never enabled for Greece so I don't know much about them.
