Age is not a dumb thing to judge people by. Most people would rather have a mature 18 year old make an HCF core for them than a squeaky 15 year old that has never seen $1500 in his life and will probably never even finish the project.

You don't need to study computer science to be the best developer ever, look at the 12-year-old IBM Watson developer.$1,500 is not a fair price for an HCF core whatsoever. A year ago you could get a custom HCF core for less than $500 from a good developer. It's these 14 year old skids that act like making an HCF core is rocket science. You could easily use an iHCF fork after a few optimizations at a high capacity with no problems. It would be much better than trusting someone who has never even studied computer science to try and make an efficient core.
What I'm saying is age doesn't matter and you're caught up in your mind. That's different than what Ambrosia is talking about. He's talking about skill not the age of majority. There are pilots that are in their young teens, a 13 year old that works as a software engineer for Google. The age of majority has no effect on your maturity, skill sets, and more. It's just more of a legal way of saying your on your own.Age definitely matters. If it didn't you wouldn't have to be 18 to vote and do pretty much everything else.

Also, the 13 year old that works at google is the same one that worked at IBM. Would you actually trust a 14 year old with $1.5k with no legal bounding to it to make a scalable HCF core?
