I don't understand fully how this works. Maybe I'm just crazy but I think I need a more detailed explanation.

Anyways, the website would need to be made using the YouTube API and with a full back-end. $40 is not enough for a website like this. I would only be interested at a budget around $200-$300 USD. Possibly more because I don't fully understand what you nean exactly. Just an estimate
