There can be "three primary creators" per map which will be eligible for a cape. lol inb4 people add their own accounts and get three capes. Or are nice and add their friends and get them free capes

Yeah pretty much, a actual builder makes it.
People pay that person to add their name.
Easy cape ez life.

Except for the fact you have to spend months building - for free - to achieve the qualification.

Still a cape, plus its sorta an achievement
