So I need someone to make me a PHP Email script with an UPLOAD function. Basically an application where users can fill in information and submit it of to an email stated in the script.

Do you mean like on 1amDev's website where you enter you Name, Email, contact info, and message then click Submit and it emails him? If you mean something like that I wouldn't pay someone much to do it; it's very easy to setup.

I am able to do this, however, the only issue is that the sending time of the email depends on the size of the file. (In the past some of my emails would take 15-20 min.) Also, some hosts put a limit on the email file size. It would be easier to upload it to your server, then in the email include a private link to access and download the file.
