Player heads plugin

Currently using this plugin: https://dev.bukkit.org/bukkit-plugins/player-heads/, on 1.9.4 server. Was working fine, until something happened (can message the details), and now none of the heads have skins. Also, citizens NPCs don't seem to have skins either.

Willing to pay a decent amount of money if anyone can help me solve this issue.

For some reason skins aren't working for a lot of servers at the moment, or so I heard.
