How do I give players in a certain world/area infinite potion effects? I need it for a hub.

This doesn't require a plugin, you can easily achieve this with command blocks. Just have a command block with the apply potion effect command in it and apply it to all. Just run a red stone clock to it and you're done. May not be the most efficient method but it does the job and it is convenient for you.

Well in your thread you said give it to users in a specific world, whether you still want that or not you can always add per world permissions using group manager or pex. Just have your hub in a different world.

I said in-house. It means I prefer the less plugins, the better.
