Practice Pvp Server Setup

I would like a Practice Setup like VeltPvP!
Features: Custom KB, Great Potion Register, and Staff mode
Ladders (That I will want at least): NoDebuff/PotPvP, Debuff, Gapple, BuildUHC, Soup, SG, Combo, Archer, Sumo and etc...
Permissions: Pex with at least 3 ranks

Budget: $10-$30 Depends What it looks like when finished
(I own maps and lobby already if you would want to use your own lobby and maps I would accept that as well)
