Remove "Forum Management" and "Development Discussion"

These forums are pretty useless.
Neither have more than 10 topics each, and both seem to have been open since mid-November.

These forums are simply dead, hence not needed.

For some very strange reason Mick merged MCA into MCM, which has no logical reasoning from a business or quality improvement standpoint at all.

None of the MCA forums are relevant to MCM. They are MCA. Mick just decided to merge them instead of bother manage two sites. Hell, he isn't even managing one. He 'resigned' and made himself money man only, giving BeBosny and rocket the work.

We are in the middle of planning out a new forum structure. Well, not new, but reworked might be a better word. Things will be rearranged, forums will be added, others removed. We'll consider these two forums while planning that out. Thanks for the suggestion!
