I have build my own spawn with Staff warp Info/rules Pvp a VIPMine and a Starting portal.

What I am looking for is free Color setup and plug-in setup (As I know nothing at all what so ever)

I have a budget so far of 30$ Via PayPal

I want the server to feel custom but does not have to be custom!

Things I want:
Auction House
Crates
Cobble Generators spawning Stone,CoalOre,DiamondOre,EmeraldOre Etc..
Shop GUI with Blocks,Dyes,Farming,Ores,Decoration (Flowers etc) And maybe a few more.
SellAll AutoSmelt SilkSawners (BuyCraft Items)
Faster farming rates

Do you have the plugins or do you need someone to get them for you? If you just need them uploaded to your server and configured then I can do that.

I highly suggest giving your server to someone else or dropping the project altogether, if you can't configure a plugin then I don't think you should be running a server. Or instead of paying someone to do it, experiment with it and learn yourself, it's not hard. You'll save yourself money.
