Small Essentials Sign Cooldown Plugin

Hi,

I'm looking for a smallish Essentials Sign Cooldown Plugin. Should be very easy and simplistic, with only a few config options.

General purpose: Should be able to define a cooldown for every type of Essentials sign.
Example: Player creates a [Repair] sign and can only use it once every x seconds. He cannot create any additional [Repair] signs during that time either.
Compatible with: EssentialsX, Essentials

Config example:

repair: 20   #20 second cooldown on [Repair] signs
heal: 10
warp: 5
...

Pricing: Negotiable depending on how much work needs to be performed. Money is not a problem.
