I’ve seen the standards you were looking for with this commission and to be fair: you’re not paying enough if you wish this to be exclusive. Not only is AI quite complex to implement in NPC’s, drop interaction and chat dumping is a whole new standard which will necessite external experience with game reversal.

If your budget's really this high, I recommend you just use the money to hire YouTubers, Streamers, etc. to gain real players. It'll be much more rewarding and you won't receive backlash later-on.
