Stopping a VPN?

Hello, So I be hosting my server and we get around 10 players a day. We had a user join the server and he keep spamming a IP etc.
So I banned him.
And his VPN bypasses IP ban turning it into a random IP that doesn't exist (Also he using alts to join)

VPN IP addresses actually do exist, you setup a VPN server on another machine (normally one with better connection than you)
