Vanilla debit card?

I was wondering If I buy a vanilla debit card from Family Dollar Can I hook it to my paypal to spend money directly out of my paypal account?

The amount you put on the card wont show up on balance, it will have a different section. When you go on a website and checkout it will show though.

I'm not looking to put money on it, I am only looking to pay with my paypal balance when I use it, Is that possible if I hook it to my paypal account?

Yes it will, you'll just need to go to pay pal's "add card" section and fill in the card details. When you purchase something online and you don't have enough money to pay for it in your paypal balance (card balance and paypal balance are 2 separate things), it will automatically use your card to pay for the item. It will also give you an option to change the card you want to use (if you have more than one).
If you want to see the balance of your card, go to https://www.vanillavisa.com/home.html?product=giftcard&csrfToken=
on the right side of the page there's a section for filling out your card details and it will show your card balance and payment transactions you've made with the card. Don't worry about the website taking the card information
