Vouch Copies.

What do you guys think would be an acceptable amount of rating to be able to ask someone for a Vouch copy?

Ratings aren't rep.

Someone could have 1k ratings and no vouches. Therefor, they would have no reputation.

ratings are not directly relevant. The vouch copy of someone with 50 ratings is not worth particularly less than that of someone with 500 ratings, if the latter does not have any experience in the relevant field.

I mean, I could take a vouch copy of a custom-made plugin, but it wouldn't be worth shit cause I can't program to save my life, and aren't exactly good at reading code either.

In my opinion, vouch copy's are only for the people that actually know / have experience with the subject that they're asking a vouch copy for.

This is what i mean.

I could ask a builder for a vouch copy of a prison mine, but i won't ask a developer for a vouch copy of a custom plugin.

And in my opinion, the amount of ratings don't matter, as long as they have a reasonable amount of messages, and a reasonable amount of vouches.

Well, you can have someone that has 30 rep or so but has tons of vouches, then you can have someone with 300 rep and not have a lot of vouches. Rating is not everything.
