He is a scammer and its guaranteed he will scam you

He had me send him $20 on paypal so I did and then he waits a whole 45 minutes to respond saying, "sorry It took me a minute to log into alt" and now he isn't transfering the ownership of the server and wont even answer. I am continuing to wait and if he doesn't transfer I will proceed to get his paypal banned and from there contact staff here at builtbybit to get his account removed. Now he is trying to make a deal where if I remove rep he will give the "bot" he uses to get members.
