You could also look into an already-made plugin for WooCommerence called License Manager. It also exposes a REST API to validate, activate, and deactivate keys.
I'm sorry. I misinterpreted what you were trying to accomplish. WordPress is a good option, especially since you don't want to spend too much. There is a good ecosystem of free plugins to help you extend the functionality & design of your site.
The easiest route would be to buy a web hosting plan from a hosting provider with a control panel like cPanel, Plesk, DirectAdmin, etc.
If you're using a Javascript framework or library, Vercel has a decent free plan and supports most JS frameworks and UI libraries.
