Getting Items back

So I got scammed and I had got the person banned who did it but I had changed the email for the account to his email and he took it and never payed me the money so he just has my account that i changed the email to for him then he took it so How can I get the money back or the account back some...

So basically I got scammed and I filed a report and im wondering how long it would take to get back with me and how they would get back with me in the first place if they got the scam report etc.
