    As good as a suggestion this is, it will just give some people motivation to get banned and get unbanned for something. Would just make more work for staff members, and staff doesn't like to work here.

If the people that were chatting were talking in a foreign language, but provided an English translation, then it should be fine... right? How can you suddenly just say "stop following the rules and listen to me". Doesn't...
