No, to be honest, the real solution would be not using Skript, and using a Java Anti-Cheat, that does not depend in 30 useless Skript plugins, and can be a lot more efficient and fast than a Skript Anti-Cheat.

Instead of asking for a plugin, check all the 300 other threads about this saying that this can't be done into a plugin, redirecting to iPvP's Spigot, or people selling a Spigot with it.

If you want to try something similar to it for free, check out Daedalus, it is like Fiona but with a worse code than it and outdated checks, consider Fiona being like Daedalus but a lot better.
Basic is like their custom essential commands, and qModSuite is the moderation and punishment plugin. (An old version of it was released as far as I know on their BitBucket)
