If you are doing the simple, edit index.html option, there should be a default configuration. It should look something like this, but yes, if you are going to do something custom, then you would need to create a new config. The default one works just fine for most static page sites.
No. Just no. Developers actually spend the time to master a language and create applications from it. Configurators are people who change true to false in a text file. Development requires skill, configuration requires no skill at all besides basic English and common sense.
