For phone number, there’s people sell phone number verifications for countries not just USA! You can pay them like a few bucks to send you the verify code or just write a random number (that’s what I do), I just verify my email that’s all. And use vpn all the time
Are you looking for USA PayPal only? If not, you can use a vpn to change your location to different countries such as australia etc and register a paypal account. you’ll receive goods and services money directly etc then send the money from that account to your main one! It’s like verified account
