This is just another factions server that promised a payout then couldn't give it so passes on ownership to someone else so that they can get away without paying it. You'll either lose most of your PB or have to give the payout.
Are they someone else's builds/plugins? Just a server setup seemingly so well, with a decent PB usually doesn't sell that cheaply. Unless it doesn't have any art, website etc.
Pebblehost is great, $1/GB. You can join their discord and ask more questions if you're interested, but it's incredibly reliable and super cheap!
