    I have a suggestion. Maybe set aside some of the money you are willing to spend as an incentive for the top factions (I know this is HCF). You could definitely get a good server up and running for under $1,500. (Not sure what you would rank this on) Top Faction - $250 2nd Faction - $150 3rd...
