    They're not going to gain much reputation by offering a service in a category where people prefer trusted members. They'd be better off providing other services, and then once they have a reasonable amount of reputation, they could then make a middleman thread.

    There's still ways to convince support to revert those types of payments unless they've changed their policies. Regardless their fees and conversion rates are pretty bad, plus they can randomly lock / limit your PayPal account without notice.

    I'm pretty sure he stopped accepting PayPal a while ago, and bitcoin is generally used more in the wider community since it's a lot safer.

    I'm not sure what you're meaning by that, but at first I made plugins, then bought and sold accounts while it was allowed, and then ran a bitcoin exchange for a while.
