2 hours of a decent web dev's time. Must know PHP/MYSQL & be able to pick up on an API easily. $50

Here is an overview so nobody is questioning what I want.

0. This function is displayed after an form submitted. It will be a "report" button. After 5 'reports'(from unique IP addresses), it needs to replace the VPS mentioned next.
1. Using the Digital Ocean API, create a droplet using SNAPSHOT ID 'X'(OS), 512MB RAM, Location X, from TOKEN ID(Digital Ocean Authentication): 'X'.
2. Store propitiatory information for deletion(which is a droplet ID; either another PHP file or an SQL table)
3. Once 5 of the aforementioned 'reports' come in from unique IP addresses, delete the VPS and refer to step 1.

I also need some modifications made in another PHP file which will take max 10 minutes for someone proficient in MYSQL.


A decent web developer will take 2 hours to complete this. I'm fucking lazy and I'm not gonna put fourth the effort. If you are proficient in MYSQL/PHP, this shouldn't be a challenge!
