A plugin to bring Mending to 1.8.8 reliably

Hello. I am willing to pay someone to create a plugin to add mending into the game for my spigot 1.8.8 server running stellar spigot. All the plugin must do is bring mending into minecraft 1.8.8, and function the same that it does in 1.16. There does not need to be any other enchantments included with the plugin, and mending only has to be achievable through an enchantment table with a adjustable rarity (or rarity similar to 1.16 vanilla) preferred.

What do you mean by rarity similar to 1.16 vanilla, Mending is a treasure enchantment.
