Allocated Memory

I have a 4GB plan but when I do /lag in essentials it shows:
Maximum memory: 3,641 MB
Allocated memory: 1,109 MB

Is this normal?

It allocates as it uses it. So your max memory, being just under 4gb is correct.. Its only allocated 1.1gb which means thats all your server is using. So yes that is correct under all circumstances whether you are using multicraft, mcadmin or a dedicated server.
