Alter or remove 3.1

I have been warned twice for 3.1, i feel that rule is unnecessary. I do not understand why it is there in the first place, yes it can be used to prevent advertising your competitive Minecraft marketplace. but that should be either an alter or its own rule

The rule is actually quite important to ensure that people are only advertising content that follows our rules. There's really no need to be making this change and it'll do far more harm than good.
