Best way to advertise?

I own a server called Aquarious Network and i was wondering what the best affordable way is to advertise, so dont say buy a .org slot because im looking at something for around $100 that gets the most people on. Also i dont want to save it up because i lost a lot of players so there is a chance that i cant afford it anymore in a few months

yea ik that everyone says that but i have a server that peaks 18 people max in the weekends and 1-7 people on normal days, and im loosing a lot of players and i want to get more on
