Anyone know the plugin that blocks people from joining with Proxies or VPNs? It'll say the message "We do not allow VPN/Proxies on our server, if this is a mistake please contact us"

That's impossible.

Thats not impossible, a couple of servers have it. For example: Kohi, Badlion, IPvP, HCFSoup ect.

It can be done. http://dev.bukkit.org/bukkit-plugins/proxykicker/

Some plugins can block VPNs too because the cert will say, for example, "HotSpot Shield".
Blocking all proxies cannot be done. All that plugin does is check whether your IP is either part of a public list of (supposedly) proxy servers, or checks whether you have a commonly used port open. You can setup a proxy on any port (that isn't already taken).

Yeah I can get any plugin that blocks HMA & Hotspot shield but I know some servers that block my regular NFO VPN, Im thinking the way it works is it has a list of ISP's and if its not that then you get blocked

It's not possible to magically block all proxies. It's not like they send the server they are connecting to a message telling them they are a proxy server.

A great way to detect VPNs is to simply check if common VPN ports are open on the connecting IP. While some home routers have port 80 open by default, some great ports to check include 22, 1194, 1731 8080, and 8888. This method does not require doing a lookup in a publicly available database and will work with any IP.

How does that magically block all proxies? Like I said, you can setup a proxy on any unused port.

Only an idiot would think that ALL proxies are blocked. However, these plugins do a pretty damn good job at catching the common ones. Once again, they also can block some VPNs.
