I'm able to do all that you need for the budget that you have. I've made many bots in the past and even have a verified Discord bot on over 90 servers. You can view some of my past reviews here. I also have my github here though I don't have many public projects on there.
Some examples of bots I have done before are:
For my bots, I personally use typescript, discord.js for the bot library, discordx to handle interactions and events, prisma.io as the database ORM, and MongoDB as the database. But other things can also be used on request and can easily learn new things.

- a bot that sends a message to a channel with a list of all staff the server has online.
- the official bot for vouchley where users can search profiles through discord and set a channel to listen to where it automatically sends all reviews to.
