Im not a big server at all and cant get donations so how am i gonna pay builders like 40 dollars
It still makes me wonder though. If you have no money to pay builders, why are you even trying to get a custom build from this website? you KNOW the result, judging from your original post.
I'm personally of the opinion that people with a total budget of $100 or less should not be trying to start a commercial server. Having a server for a bunch of friends is fine, but if you're looking to get money for it, it's like running a business. You need SOME starting capital.
That said, my personal advice is to see if you can find some build packs to download. It does not matter if it's non-exclusive or anything, as long as you mix them up a little and don't claim they're custom. Just don't shout around the place that they're downloaded.
There's plenty of free terrain on PMC as well. Once you've downloaded a few builds that you can use, use Worldedit to place the builds on the terrain. If you use builds from several packs made by different people, but that roughly fit together, it'll look reasonably unique.
Add some trees too, again from downloadable build packs. Googling "Tree bundle", "tree pack" or "tree repository" should do it.
As for the server, depending on the type there's always free plugins available. Even if a hundred other servers use those plugins, there are ways to make your server stand out.
Maybe mix up 2 gamemodes, or add a unique twist to an existing one.
Now that that's done, see if you can get advertising somehow. If not, you'll have to do it yourself. DO NOT SPAM YOUR ADVERTISEMENT! This is the best way to piss most people off, and get you banned from sites and servers.
Good ways to advertise are through social media, or by making threads on some sites actually discussing your server.
Of course, Votifier can also be pretty useful, but you won't make it high up on the list unless you already have a playerbase.
Once all of this is done, and your server is fully set up and functional, launch it.
If you have donations set up properly, you may actually make some profit over your costs (hosting, etc).
You can then use this tactically to buy custom stuff for your server.
Assuming this is successful, you may make more profit after that, and you can repeat the process.
Who knows, maybe in half a year or more, we'll see you back with a big budget to spend on a fully custom server.
