Bungee server switch message

So i got bungeechat right that's all good well configured, no errors.

There's an option in the config for 'server switch messages', all perms setup and made sure to be turned on it isn't working

Don't know if this is my error or the plugins error but i need someone to make a plugin that sends server switch messages, or fix bungeechat.
