Buying Server with steady playerbase

Hello MC-Market, I'm looking to purchase a Minecraft server with an average player base of around 15 players. I would prefer for it to be a Factions server, but I'm open to any kind of server. I'm not looking for a peak of 15 players, but an average steady playerbase within that range. My budget is open to servers in this price range, but I would prefer to spend the least amount possible. I would like for it to be an established server, not one that has recently opened. I would like a domain as well.
