Can someone code me a very simple plugin for free

Permisson: blowns.blaze - allows breakage of blaze spawners.
Configurable message on break of spawner.
Config: A message value and a time value.
It's free. Here's the catch:
On every start, it will take however long the time value is set in the config before the server continues to load. But, it's configurable. So that's always nice.
Oh and if the value is set lower than 8 seconds in the config, it will set itself to 8 automatically because that is my favorite number.
That's what happens when you ask for free plugins. The message it sends in console is also configurable. Nifty
