Cheap Prison Plugin Developer

Hey guys,

I'm searching for someone who could help me out with Plugins in CosmicPrison style.
It would be great when someone could help me out for free/ or not that much money.
I wanna create a Server which is like CosmicPrison.
I like the System they use with the enchantment and the energy system on it.
It also have included the Level System. Like when I'm Player Level 10, I can use a Stone Pickaxe. Level 25 it should be Gold Pickaxe. ...
Also it should have the Charge Orb System.
Max. Upgrade to 10 like on this Pick, where I can put Orbs on it with Energy Gain boost.

+ everything should be able to edit in a config. I should be able to change the Enchantment Names/ Colors and what they do.. also the Orbs which % they have and the Level System

I would recommend looking for something already made. Most experienced developer would not pickup this large of a project for free/little pay.
